Thats normal.
But its weird.. Im running a 1660, ryzen 5 2600 and i never drop below 80 FPS on 1080p, all ultra.
The only thing you can do is, tweak your PC like disable xbox dvr, superfetch and ♥♥♥♥ like that. That helps all games with FPS.
look at all these idtech 5 game list. they all have performance issue.

To the OP - exactly like Villian said, then engine is trash. The only way I could play this game was to lock it at 60fps. I can get higher frames then this but the game has terrible frame pacing problems along with most other idtech5 games.

Runs around 60-90 fps on ultra 1440p, no stutters, freezes or anything else
I believe the 60-90 fps, not without stutter or terrible frame pacing though

65 fps upwards, at max video settings. No stutter, crashes, or issues.
However my CPU and GPU load levels are well under 100%, meaning I should potentially get higher fps. Frame rate tops out at about maybe 85fps, with GPU and CPU load still well under 100%.

Actually just double checked my frame rate does go all the way up to my self-imposed frame rate cap. I usually set my cap somewhere around 110 fps.
TEW2 is consistently running at a lower frame rate than it should be though. However as I said above, the image is stable and I never had an issue with it. (Or TEW1.) I was surprised to see folk with problems with TEW2 when I glanced at the discussions.
It's a good game but it runs like utter dog sh*t sadly.
This game even on low can't hold 60 fps for me, so i had to lock it to 30 when i played on high settings when it came out in 2017 [basically a console experience at that point].
Meanwhile titles like Doom Eternal and Resident Evil 3 Remake as the most recent examples can run on Ultra and hold 80-140 fps on average for me with my Ryzen 3700x,16GB DDR4 RAM and RX 580 8GB.

Definitely a console game, so playing with a gamepad makes the low framerate bearable. This probably yet another game where an adaptive sync monitor is a lifesaver
It's often just the same as having a non g-sync monitor with v-sync turned on, when under 60fps. Going under 60 fps results in stutter getting worse the lower it goes, but with no screen tearing. Over 60fps and it's gets smoother the higher the frame rate.
We have to cap our frame rate just under the max refresh rate of the monitor too. Otherwise if the game goes over the screen refresh rate, g-sync is lost, and screen tearing starts. The result of capping game frame rate is input lag. Lag is almost but not quite, as much as v-sync input lag on a standard monitor. E.g. about 60ms input lag with v-sync; and maybe 45ms input lag with g-sync at capped frame rate.
What surprised me was this thread. I never even considered that some folks might be getting bad performance. TEW2 runs smooth for me, and I thought it was the same for everyone.
