And if you care about story, characters and their motivations - eh, why would you care about that in Resident Evil-esque "B movie" survival horror game? In any event, you can always watch one of the many plot-related videos before playing. Here's literally the first one I stumbled upon:

True I guess, when I played RE4 I found the story and actions of the various characters was err, somewhat convoluted at times...
If you're a masochist and like the punishment of instant death for not performing the right action at exactly the right time or just like playing a painfully slow moving character then the first Evil Within is where you want to be.
However if you like character progression and explorable environments as well as a tool kit that lets you work through the obstacles of the game at your own pace (for the most part) then the second Evil Within would be more appropriate.
That said, you may or may not want to do it, and that depends on your tolerance to jank. Evil Within 1 is VERY janky. If you can let that go and just enjoy the insanely creative setpieces, definitely go for it. Maybe tune the difficulty down to avoid frustration.
I initially hated TEW1, dropped it after 3 hours or so, went for the sequel but felt like I'm missing out on context despite the story being relatively new. So I came back, forced myself through the slow annoying intro, and eventually it clicked.
However, i do recommend playing the first one as well as it's a overall good game and worth the price if you can get it on sale or full price if you don't mind that.. Both games also go on sale every now and then.
It's not as bad as many people say. It's quirky, yes, but it's really original (don't let the first levels fool you).
Also, easy games ruin our experiences as gamers overall. I found that after I played somerather challenging games, easier ones just felt like the were treating me like a severely mentally challenged person.
Go all in for it!
While you won't get a complete recap of the first game's event, there's more than enough to understand the story here, even if you won't get all the implications of everything.
