Scroll down to Controller and where is says "Override for The Evil Within 2" select Disable Steam Input from the drop down menu.
If Steam Input is already disabled than turn it on instead. I forget which is the case for Evil Within 2 but Bugthesda does tend to botch it one way or the other in my experience.
Some games conflict with Steam Input. Usually easier to default to off for all games and turn it on for those that require it.
