The (actual) way to fix the FPS
Disclaimer: I'm not the native speaker so sorry for bad english

(TL;DR skip this part till the bold)
So, I was annoyed by the laggy damn intro and the constant dropping framerate (where I NEVER get to 50fps when outdoor)
I dropped this game for a year until I find the solution of it. I find it everyday.... and now I've found it.
It was just as simple as GTA IV's solution for windows that no one have thought of it
This probably sounds weird as hell but it works
As I have watched GTA IV with DXVK (which is made for Linux by Doitsujin), yeah... it just weird to see it actually works so I wonder if I could do the same with this game too. I decided to do it, and it works like a charm.

Here is the step
Google "DXVK" and click on the github page. Navigate to the "Release". Download the latest DXVK tar.gz file and extract the DLLs files inside the "x64" folder into the game directly.
Now open your game (without skipping the intro) you will noticed that the intro lag has been eliminated completely AND the overall gameplay has been fixed without having to messing around with graphics settings! yay? :D
Altho, the Fullscreen optimization is still CRAP so ***just stick with Borderless mode***
Now it's all up to your PC builds :)
I do not guarantee any problem that will happen in the game, but as I've played through almost the end of Chapter 3, it's working fine.

***edit: it's not like linux, you don't need the mfplat.dll to be in your game folder. if you experienced any graphical problem, use the old version like "DXVK 0.95" altho, not gonna guarantee***

I believe you right click the file, select extract files and find The Evil Within folder where the game is located. The DLL's will appear in the folder and your good to go. I haven't booted it up yet so i dont know if it works or Dayofreckoning is correct on the limited GPU usage. Can't hurt to try.

Yeah scratch that, made my game MUCH worse with these files. Avoid.

After tons of testing i'm playing it at 30fps on Ultra with my old GTX 980 and I7 6700K. Yeah you can't get that high framerate but there is zero stutter. It's a trade off i'm willing to live with!

Just throwing this out there - number one stuttering fix for any game: go to task manager > details, right click the game exe and set priority to high

TEW2 was set to the lowest priority by default so this will help - this fix only *added* stuttering to my game

Ok I have to admit. It was 65-70 fps on the street. Now about 80-90 Thanks
