Maybe if we get TEW 3, we get an answer for it.
But still, there is a chance that they work on TEW 3 after the release of Ghostwire:Tokyo.
It's got 94% positive rating on Steam. That's something. Most those who complain are doing so because of the technical issues the game has, like performance, and some bugs here and there. In terms of gameplay, story, character development, characters, etc, the game is mostly being praised. And rightfully so.
I don't know why the game didn't get DLC, but it's certainly not for being a failure.
It was a failure, sadly.
Doesn't matter how amazing it was to you (or me) or how many people gave it a positive review.
1.The game used an updated version of TEW 1 engine than being made from the ground up like TEW 1.
2.They made the game for 3 platforms instead of 5.
3.And development time was 2-3 years instead of 3-4 years.
4.The game was revealed 6 months before release so, I think it had less marketing budget than TEW 1.
So, TEW 2 didn't need to sell as much or more copies compared to TEW 1 to be successful.
They see the money and that's it.
The game itself is great, I am not denying that. I loved every second of it.
But the story is done (sebastians story at least), Mobius is gone and Stem has been shut down.
I feel like it ended on a high note.

2nd, you reply "it's a failure despite it getting high rating."
3rd, I say "why is it a failure then?"
4th, your reply was "sold worse than the first game".
5th, I reply "it could be because of marketing"
6th, you replay "But the story is done"
Umm, the "the story is done"? What does that have to do with anything? The game is a failure because the story is done? What?
