There really is no "luck" in stealth, it's not hard whatsoever. Just crouch, sneak up on them and kill them. Maybe use a bottle once or twice and you can nearly stealthkill every single enemy in this game.
And aiming depends on what you are playing with. Controllers apparently don't have aim assist for the PC version so it's harder using a controller. Using a mouse aiming is, again, retardedly easy.
I assume you are playing on a console so you are using a controller most likely.
I disagree. At the beginning of chapter 3 stealth is horribly unreliable and don't get me started on close up aiming with a pistol. Zombies only tactic: let's rush the player with a 100 miles an hour. I am TEW veteran (on ps4 and not on pc so maybe that makes a difference) but this enemy behaviour is a major turn off at the beginning of this game. I am sure the upgrades you get later will be OP as you stated but my first experiences in this chapter are: let's play something else.
Maybe you just need some time to get used to it but as I said, more people complained about stealth being too OP and too easy. You might be the first one to complain about it being hard.
The very first encounter with multiple enemies can be done comletely in stealh, just don't run around and don't let them see you.
And use bottles if you have to.
And again, aiming might be because of the controller, I don't know how good aim assist works on consoles.

Edit: Again enemies are not erratic, they're annoyingly predictable.
When the see you they'll walk towards your "last seen" location, when they reach location without finding you, they'll look aggressively to the left and right 2 or 3 times, then they'll stand quiet for a while and turn back, they run pretty fast when they "reset" and that's about it. There's no secret, no magic, simple as that

Stealh works based on their eyes. If they are a dull red you can stealth-kill them, if they are fierce red you cannot. If you are spotted you can just run away for like 2 seconds and they will be stealth-killable again. No clue what you mean about "luck", it is 100% skill based. Enemies aren't programmed based on a random number generator to see you. If you make a noise, they will turn around. They will always do either one or two 'checks of their front in a 180 degree cone before turning around. It is all set in stone to such a degree that it makes later playthroughs almost insultingly easy.

Aiming is a bit wonkey at first, they obviously nerfed it to make the aiming upgrades worth your while. That said, it is very managable.

Ironically, the new players/fans seem to like TEW2 a lot. It is mostly the fans of the first game that hate it because it's so different.

Whole game has been beaten with just the Knife on Nightmare difficulty, your argument is invalid.
I will give you credit though, the cover system feels pretty bad in my oppenion. Either it doesnt wanna round corners for no specific reason, or my character just goes nuts bouncing from wall to wall like im playing gears of war. I find it easiest when going for those ambush kills to get to the corner of where you plan to ambush from before even attempting to stick to the cover, otherwise your character will lose his freakin mind.
