Chapter 3 ? Just enter the house, it's scripted. Use a TV if i remember it right.

Go into the garage and read a document that lies there. It will trigger TV to working and started sequence about Sebastian's life after Beacon incident.

How to enter said garage since it doesn't do anything for me and I can't pull it open, either. Help would be much appreciated, before I leave the chapter with this being the only thing left to examine for me.

EDIT:

For anyone stuck on this; I found the solution.
There's a locked door there when you enter the flat the first time, but after you investigated the first Lily resonance, the door will be unlocked and you can enter the garage. Hope this helps other people stuck on this.

I entered that house from the side door. I believe the front door works too, but I've avoided getting too close to that side of the street as it triggers about 6 zombies getting up and roaming around and I'm saving them for last as I clear the whole town.

So, side door. You go straight ahead down the hall into the garage to find supplies and a file on a hospital bed. Picking up the file triggers things.

Now you go to the TV and watch that. When you're done with that, a light will be flickering in the bedroom behind you where another file will be. Picking up this file triggers yet more things. SPOILERS BELOW.

That's as far as I've gotten. You'll be transported to Beacon and right now I'm googling if there are collectibles and what not in here before I stumble around and have to run from some unkillable ghoul or some ♥♥♥♥♥♥.
