Basement in Chapter 5

Hey guys, Anyone know how to get into the basement of the town hall in Chapter 5? It's located on the ground floor of the east side of the building next to the save station.

Has anybody had any luck getting in there? I was convinced you could access it from behind the town hall building, but didn't find a way down there.

I asked the same question and apparently if you don't want to kill the boss before the town hall you explode some barrels to the left and go in through the back. After the fight tho the doors are closed.
