You're prety much getting the same framerate as everyone else on a 1080/1080ti, the frames tank at 4K, and the frames only go up to 84 - 95 on ultra at 1080p, the engine has issues.. Also the game will feel less smooth if your not getting close to that 144 hertz mark unless your using G-Sync at the same time.

I just noticed i get 95 to 118 fps when vsync is disable but then i get tearing and a IQ loss without it.

The problem is when i choose the display refresh rate it hard caps it to 72 fps but @ least then i have no screen tearing and IQ los.

By the way gpu use-age is also pretty low in this game max is 70%
The game looks dated in full HD but in 4k its looks pretty sharp without the blurry AA methods.

But then again the fps is to low in 4k they need to fix this stuff i agree.

That's how vsync works. If you can't get 144fps, it caps at 72 (half of your refresh rate) so you won't get tearing. With vsync off, you'll get your 118fps but you'll also get tearing. That's how vsync works.

Gsync and Freesync solves this.

No it does not work like this vsync stops your fps that goes higher then your monitors refresh rate.
Vsync in this game is bugged it halves my fps of my refresh rate.

Other games dont have this problem.
Witcher 3, DOOM, Shadow Warrior 2 are working great on 144 hertz even if it dont reach the fps sometimes.

So solved this problem for i disable vsync in evil within 2 and force vsync on in the nvidia control panel.

But for some weird reason the IQ still looks lower-res in game because of ♥♥♥♥ engine.

Vsync does indeed lock the frame rate to your monitor's refresh rate. However, whenever the frame rate goes below the monitor's refresh rate, it halves. That's how vsync works.

Vsync in this game might be buggy as well, but the fact remains that what I wrote above is how vsync works. If you think otherwise you should read up on how vsync works.

Oh well, some people simply don't want to learn.

Its has nothing to do with learning my friend.
I explain in short.

Witcher 3 with vsync on on full HD fps between 90 and 144 fps with SLI, on 4k fps between 80 and 90, and when i look into the sky its 144 fps thats normal because there is no graphics in there, so it never halves the refrsh rate unless u use ADAPTIVE VSYNC ;)

Most likely game engine issue. Hopefully, Tango Gameworks/Bethesda are working on next patch.

Solution: Run the game in borderless Window and turn on Vsync :)

you do not have to turn on vsync with borderless window as it already runs with it on and cant be turned off anyway. windowed modes use the desktop sync. but really even fullscreen in this game is actually running in borderless.
