no exclusive full screen mode?
I can't run this game in exclusive fullscreen mode. 'fullscreen' option runs in fake borderless fullscreen mode. anyone else have this issue?

Yes I think i have this same exact issue, the reason why i think is because the gamma options just reverts to desktop defaults a split second after changing the value. Gamma slider right now is not working at all and i belive this is due to the game not running in a proper fullscreen mode.

I've tried the following

Restart the game

Restart the computer

Using alt+enter to switch between windowed and fullscreen

Switched to borderless in game and back to fullscreen

Update and revert graphic driver (I'm now running the latest Nvidia drivers)

My monitor doesn't like borderless window mode. it cause microstutter.
and I want 100% resource focusing on demanding game like this. sigh...

i had this issue with some other games (using nvidia gpu) maybe this helps a few people

-open up the nvidia control panel (win 10: rightclick desktop -> nvidia control panel)
-Go to Change resolution:
check the resolution. default (for me!) was 1080i, 1920x1080 - after changing it to 1080p, 1920x1080 all games started in exclusive fullscreen.

had an inkling, because the game did easily alt tab, yeah I guess that's why many people have low gpu usage too.

also having this problem, its ridiculous let us ♥♥♥♥♥♥♥ exclusive fullscreen for ♥♥♥♥♥ sake it might even stutter less

sigh, you THINK you are in fullscreen but you are not. learn to read as you dont have some special version of the game and fullscreen here is not actually fullscreen as the OP mentioned.

The first game used forced borderless window. I figured this one would too. I don't think it's in any way related to the stutters. The game simply needs a patch. Day 1 issues, guys.

From my experience, everything not in exclusive fullscreen had issues for me - either some micro stuttering or lower fps. This + reported terrible GPU usage is enough not to buy the game for me. Hope these two issues will be addressed for ASAP patch, because I genuinely would like to buy this game, but not until it's patched (because it's been multiple times where I finish the game prior ♥♥♥♥ being fixed and fixes become irrelevant - so no more, buying only when stuff is fixed).

Ever since I got my G-Sync monitor, every issue I had with borderless window simply went away. The first Evil Within plays fantastically with G-Sync, but only when the launch command for unlocked frame rate is used. In TEW2, G-Sync only helps a little because right now TEW2 is a stuttery mess, but it's playable at least.
