Hmm, I actually figured out what's the problem. When I select Enable G-Sync for fullscreen mode, G-Sync doesn't talk directly between GPU & Monitor. To fix that, I manually select Enable G-Sync for windowed and fullscreen mode via NVIDIA Control Panel, click Apply, and worked fine. I even set V-Sync Off via NVIDIA Control Panel and it worked fine. So now my monitor dynamically adjusts real-time refresh rate, based on GPU rendering rate.

if you choose fullscreen option in game it actually runs in fake fullscreen(aka borderless window)
Install, open, search für game profile and edit the option "Gsync Application Mode" to "Fullscreen and Windowed", save profile. So driver enables option only for this game. Seems like Bethesda game engines don´t like native fullscreen mode, why ever.
