As mentioned by above, this is running on Portal 2: Community Edition, a fan version of Portal 2 that includes a lot of new stuff that lets you make more fun and more challenging maps, like adhesion gel (walk on walls), reflection gel (bounce bridges from walls), multi coloured lasers, etc. Not sure if VR is even considered at this time by the dev team.
It is also likely not up to the devs to add VR since Revolution was made by Second Face Software, and P2:CE is being made by P2:CE Team

That has nothing to do with VR its just a little easter egg
It was meant as a tongue in cheek comment for our friends that refuse to play the game without VR support. The poster with the future of testing slogan fits perfectly.
