How can I re-enable tutorials?

I started a new game just so I can set the graphics settings right, thinking I can begin anew later (just like with any other game 😒) and I didn't really pay attention to the tutorials, I skipped just through them. Then it turned out that actually YOU CAN'T START A NEW GAME FOR SOME REASON 😑. Now, how can I enable them again? The trick with deleting a save would work, BUT I BOUGHT A PLENTY OF DLCs and spend quite a bit of money on them. Now, do ALL the DLCs get assigned to the save state? Will I loose it all if I decide to start a new save by deleting the old one? And how to re-enable the tutorials?
