I'll try chucking it in the issue reporting megathread, hopefully they'll notice and patch it soon
it turns out the solution for me was to let Windows Update get up to date believe it or not. But after letting it Update through Windows Update the game worked the first time I tried it. Evidently, this game Devil May Cry 5 uses some windows media player codec for the cut scenes that is dependent on files locked inside Windows Update. Hope this helps someone else! =} Have fun.
