Why does loading go so fast to then stop at the end and be stuck for minutes for everything?

When I play, and enter cutscenes and missions the loading bar goes to something like 80-90% but then gets stuck loading for minutes, which is really bad and I really wish I could know what is causing this

Are you using any mods? HDD or SSD? verify files?

I am using mods, but not ones that change too much or have to load (Dante Alucard)
also I am using an HDD because this Laptop can't use SSD, I will try playing the game with no mods when I get home

This has happened top me when I use an outdated mod. Had to uninstall it.

In DMC5, there are two things causing long loading times:
1) HDD vs SSD
2) DX11 vs DX12 (see dmc5config.ini), with DX12 being much faster.
