It'll come out to the pc eventually. DMC4:SE came out on the pc 7 years after the original was released.

Also DMC4 vanilla HAD turbo/LDK day one on PC, only reason it wasn't included in console versions is because PS3/360 obviously couldn't handle it. They don't have a single excuse for excluding it from PC version of DMC 5, its understandable for XONE and PS4 but inexcusable for PC.

An imperfect solution unfortunately. LDK is a bit jank, at least last time I checked, turbo has some issues with Nero's exceeded moves. Other than that, yes mods are better. More costumes, weapon variants, co-op/character switch mode, new soundtrack options, some QoL stuff like faster restarts and more.
