You can make various (3) sets of Devil Breakers, so its not much of a hassle to restart a mission with a particular set.
If you mean that the Devil Breakers are not spawning on the restarted mission, then that is a problem. I doubt that is the case though, never heard of such a glitch.
normal people don't run out of devil breakers and are unable to purchase them.
If this is the case for you, this game might not be for you.
As for them not returning when restarting missions, pretty sure that was intentional too, and it's not like they're difficult to replace either, they are scattered across Nero's missions and they're relatively cheap to replace, even early game.
As for saying Devil May Cry isn't a "Souls-like", Devil May Cry was known for it's unforgiving tendency to punish players for screwing up before Souls-likes were even a thing.
Breakers are a resource, a expendable.
Using Breakers for its intended purpose gives you more style points, which are converted into more red orbs, which you will receive at the end of the mission.
The received orbs can be spent on the purchase of new Breakers.
So, the economic chain in the game is closed and works great.
Resources lost during use are called costs.
No one will reimburse you for your costs in case of failure.
