HD collection is pretty much in the category I said it was released prior to DMC4:SE and even if after DMC4, the 3 (and a half) games where already finished years before the release of eithe 4 or HDC
If somewhat SE will never appear on PC then you might? For me there is no value in upgrading my base game of the game to DE. I get used to DMC5 soundtrack and even Subhuman is somewhat bareable.
As for no support or upgrade yes the vergil dlc will be the last update for this game. From this point forward they will be focusing only on Special Edition.
I don't think that Vergil DLC is included in DE upgrade.

You can also see on the official web page of DMC5SE that it says PS5 and Xbox X only.
Special Edition is the definitive edition of the game. That update is not coming to PC. Naturally, any future updates related to SE will not come either. So in a way, the update (and likely support) for DMC5 on Steam is over
