Lol no? You can meet actual players.. Check videos out there, screenshots and taunt players yourself in M13, you'll find a lot of them will respond back.
In fact, I set up M7 with my friend AND we played LIVE at the exact same time, the recorded system is only in use if the game finds no other player.
It's easy to find out if you're matched with a ghost or not, pausing will dc you from an actual live player, but pausing when you're matched with a ghost will keep you matched with them.
The "cameo" system is but a name, it's not so much cameo but actual online. I have played M13 with a friend 5 times, 4 times in M7 and a ♥♥♥♥ ton of times with strangers whom I talked to on stea m and HAVE confirmed that we were playing live (not like my experience with my friend wasn't enough already).
SO no, the SYSTEM is in place and does work really well in fact, go to M13 and see for yourself, you'll meet a bunch of players in Devil Hunter/Human mode, Son of Sparda as well, DMD is tricky, not a lot of players play that game mode.
We have a well built online system with little to no latency, there's also a "friend priority" network setting..They wouldn't have put that in if you only get matched with recorded ghosts. Don't spread misinformation until you're really sure about it.
They have servers, an online system that actually works, and you can actually get matched with players OUTSIDE of M7 and M13 respectively, a Nero used tomboy to greet me from far away in Mission 4 as V (he was in M3) on the bridge. He kept shooting as I taunted, and when I ran forward, he decided to do the same. You can also get matched with Dantes in the Prologue. If a Dante player in Mission 10 is fighting Urizen, you will be able to watch them during the very brief cutscene before Nero moves on.
TLDR: The gameplay system is actually online, multiplayer, and allows you to have fun with your friends. You can tag team/trio team in M7 and M13 and have so much fun. The work is really cut for them, BP was already in the game pre-update, cutscenes, unlockables are also already in the game. They basically mainly bugfixed BP and applied some updates to it, it makes you wonder, what were they doing for a whole month?
Everyone thought they were simply playtesting online BP. Considering the immense potential and fun it has, you'd think that'd be the case. Plus it'd keep the game alive for so many years. It'd be the apex of all DMC games combined and it'd keep everyone occupied until they release an eventual Special Edition/DLC for Vergil and possibly any other potential character.
Well I'm simply sharing what's in the game files. Whether or not Capcom simply ditched the idea later on in development or has it planned for some future dlc I do not know. However there is code in the game for a "online bloody palace mode" as well as a "Divergence" mode.
For anyone who wishes to confirm this for themselves you can use the RE2 remake modding tools to extract the game files. It's in there.
