Alternatively I’m too bad to be good at juggling Dante’s stances. But V is flat out fun at least.
Nero has the highest sustained damage of the characters, but a lot of that is locked up in exceed. Dante's sword does 70 damage per hit. Nero does 80, 96 with Exceed. Likewise, he does several hundred doing exceeded commands, with some such as Ex-Streak ending up in the 500-ish range.
Breakers do very high damage and can be devastating if employed correctly, but are high risk, high reward. I've pulled in excess of 1200 off using Helter Skelter (with some other features you get later bolted onto it) without using Breakage, and breakaged Boost Knuckle is Real Impact in all but name.
If you want Nero to actually be devastating though, you need to use Exceed, and be quite proficient at it. I pull Max Acts quite frequently, and mentally kick myself if I don't at least get an Ex Act off of every command input and many normals.
And yes, manually exceed is very slow, don't do it.
As for "he feels weak", spoiler territory, I'll say nothing, play the game until the end.
Get Hard Way and Payline ASAP. The first gives you aerial dodge and both of them combined are great for crossing distance.
Git gut at ExAct. If you can do that you'll be getting a decent amount of MaxActs mid combat.
Also if you don't want to break your breakers to break, don't get hit.
And no, you don't need Max Act. Nero has a load of other tools that deal insane damage like CS3, his breakers, DB and DT
