As far as I've read the only censored versions are western PS4 versions. Japanese PS4 and worldwide PC/Xbox versions are uncernsored.

Change your "TargetPlatform" setting to DirectX11 in the dmc5config.ini file, also turn off DepthofField by setting it to false. I never even knew the lens flare light censoring was a thing with the game since I had those settings set from the beginning.
