Can you monitor the heat? Sounds to me like a heating issue, from experience
Some games which aren't very well optimized can cause certain gpus and cpus to heat up like crazy
It can also happen that the thermal paste for the cpu is getting old so, even though it's not being used 100%, it still overheats. Again, going by my own experience xD
This is a moronic suggestion but have you tried running it as admin?
Either way, if it isn't a heat issue then it sounds like an optimization problem. Which is most likely the ♥♥♥♥♥♥♥ Denuvo. Jesus ♥♥♥♥♥♥♥ christ....this is just ridiculous
Yeah it doesn't seem to matter unfortunately just like changing graphics settings does nothing just like the OP said.

Found those 2. Hope it helps but seems like we're going to have to wait for some official fix.
Might I ask how to do that, I saw another post saying that but it's not just an option you can change in-game or not that I've found anyways.

If I remeber right once you open it you have to look for TargetPlatform=directX and make sure it spells TargetPlatform=DirectX11

i already did thats not the problem my cpu shows 50-55C and my GPU 60C

But it is still strange because it doesn't matter which graphics setting I even set the resolution less 720p and still the same fps this is so confusing :/
