Download slow?

So i did preload last night, turned on steam just abit ago, and its like stuck at 30.5gb and wont do the rest? I have fast internet, 250ish, i can normally download like witcher 3 in less than an hour, so what gives? Ive tried turning off steam and rebooting it up, id rather not have to redownload again lol

incredibly slow. I launched it 12 minutes past midnight and it was like dial-up. It's going faster now, but still no where near my usual transfer rate.

Is this a steam issue then?

Just tried a redownload, got back to 30.3GB and it stopped again, wont go past that.
