I am having this issue.

Ryzen 1600X @4.0GHZ
16GB 3200MHz RAM
RX 580 8GB
Gigabyte AX370 mobo

Framerate is pinned way high near 100, relatively max settings, and I can't figure this out. I'm getting desync and audio even cutting out on occasion. I tried putting the sound range down to low and it fixed nothing.

I think you have to run it at 60 frames to get it right. Not sure, I'll delete my comment if proven wrong

I just tried that and found there was no difference, unfortunately.

I tried this too and got the same.
V-sync on or off doesn't make a difference.
I also tried editing the ini file and changed the value to DX11 but still nothing.
Having this issue too but only a few cutscene are like this, not all.

I dont think its desynced. Think its just the original ♥♥♥ voices with the english voices over it so it sounds like it has a delay. Might be wrong though.
Put the refresh rate to the same as your monitor is in, then turn on Vsync and set the frames to 60. Thats what I did and it seems to work. I also changed the DX to 11 instead of 12

I have the same issue and vsync/refresh rate/etc. does not change this. It's only cutscenes, everything else runs fine.

same, but only on some cutscenes, not all

running 60 frames @ 1080 with rtx 2080ti

it definitely ain't lack of power to push it

The original voices of DMC are in english, the ♥♥♥ voices are a dub over it. RE2 had the same issue when launched, but it looks like they fixed it.

It has to do with mircrostutter during cutscenes. RE7 had the same problem, when there can be microstutter with perfect 60 FPS otherwise. Fiddle around with Graphics options to fix it.

For me, this is what solved the issue.

I went into the steamapp folder of the game, then I located the dmc5config.ini and opened it.

Then I edited this:

Replace ‘Capability=DirectX12‘ with ‘Capability=DirectX11‘
Replace ‘TargetPlatform=DirectX12‘ with ‘TargetPlatform=DirectX11‘

Then save.

If it doesn't work, you can also set your refresh rate to 60Hz, then set the Framerate Limit to 60 instead of Variable, then turn the V-Sync ON.

For me, it did solve the issue.

Doing this actually gives me slowdowns.

Tried a lot of advices from the Internet but the problem for me was fixed only by updating Windows 10 with the latest update (I did not update it for a long long time). Now it works perfectly fine even with the DirectX12.
Edit: Yet, there are still cutscenes which were not fixed by this.

GPU: AMD Radeon RX580
CPU: AMD Ryzen 3 1200
16GB RAM 2133 MHz
