It's not Capcom; it's Steam. Contact Steam support & they can fix it for you:

Also, knowing how Capcom is nowadays, they wouldn't remove a purchase option (unless they were gearing up to release a GOTY/Gold/Special Edition). Partially because it's "work" that doesn't produce profit, but mainly because they're just straight-up done w/ DMC5 for now.
DMC5's team has moved on to Dragon's Dogma 2, while the other studios are working on RE3, MVC5, and probably at least 1 other game.
Not to mention that these issues are exclusive to Steam. So, yeah, I wouldn't bother bugging Capcom about it when there's a middle-man involved. The issue is likely not on their end.

Sounds like the orb DLC is simply causing an incompatibility issue w/ the DLC/Deluxe upgrade and thus causing it to not be displayed. So the idea is just do as Ringo there suggested (then restart) and see if the content/upgrade is now available for you to purchase.
I bought at launch before the red orb DLC was bundled in and I can see in the deluxe edition bundle that I don't own it. This is not an error on Steam's end causing the deluxe upgrade to be hidden. It's Capcom.
The only upgrade option I see is the ingame unlock upgrade, which is not what I want.
It's either Capcom and/or Steam that removed the upgrade option, or maybe a bug that caused it.
Did they add Red Orbs with the base game 3 months ago? And was the upgrade pack removed at the same time? Most likely I think that Capcom accidentally removed the upgrade pack or maybe a bug that removed the upgrade option when they added Red orb with the base game
Edit: I checked on the Playstation and Xbox store and there is an upgrade option there

Please don't tell people to remove the game they paid for from their accounts just so they can buy it again to get the DLCs, that is just stupid and doesn't work anyway as stated in this thread.

LMAO, so if we want DE content or any of those DLCs we need to remove the game from the account and then purchase the DE, wow what an ♥♥♥♥♥♥♥ move, If you want me to remove the game, give me 30€ what that cost me and I will purchase the DE gladly, seriously capcom are ♥♥♥♥♥♥♥♥
@Raidax, since you have contact with Steam support. Can you ask them if they have any possibility to talk with Capcom and ask if this is intended or a mistake. I had no luck with tweeting to @Capcom_UK and @Capcom_USA
