When do i unlock Annie for Another Mode?

I'm not 100% sure, but I know getting her to Rank 10 is not enough as I've done that at Story 46% and still not unlocked, though I've unlocked a bunch of others at this point.

I think some characters you can't get for Another Mode until you complete the Story first & then replay the mission where you lost access to that squad mate during the story.
