Stuck on Chapter 2 Episode 2

I'm at the beginning of episode two yet can't do anything, I have done so many scout missions just trying to see if eventually I can move on but I've done so many and I'm kind of tired of it and just want to continue the story I keep seeing people have this problem and they say restarting works, yet I've been stuck on this for days.

You have to go to that scout, click him, let him speak, see the mission selection and leave . Do not choose any mission! This is how main story can progress.
