How to access 2-player story co-op?

Found the 4-player scout missions, but where do you go to progress through the story with someone?

When you are in daily life and you get the red exclamation mark press lb on your controller and let out a distress call and then invite your friend through steam

Do both players progress at the same rate or do you have to do each mission twice?
