Select Squad Members?

Is there a way to select squad members when you go on missions? As far as I can tell, you just get randomly assigned teammates?

I think it's like in the first game, where the npcs are randomly positioned on the map and you can go to them during the mission and assign them to your squad, don't know if you can do that before you start the mission
