Normally theres a dog right? well theres not one atm so how do I leave? Im stuck in stohess.

Can you return to the plaza? You should be able to reach it through either going to any of the exits in Stohess District or teleporting back to the plaza using the map(accessed with Esc button)

After you've returned to the plaza, you should be able to find the dog at the fountain (next to where you would start the scout missions)
