Buildings
How do you build higher level buildings? Is there any way except for completing side quests on misssions?

You can invest 30 wings of liberty into R&D to level each building to level 2. Talk to the guy between the "replay previous missions" and the person who gives you scout missions in the barracks.
AFAIK you can only get them upgraded to level 2, as level 3 is reserved for completing construction side-missions.
