I'm still pretty new myself, so I can't help with specifics, I'm sorry. I'm still trying to figure out if Generic Statements of Deployment are limited items, I need to farm those suckers so I can buy items to actually do the reinforcing!
Maybe you could help with that?
I'll definitely try that more! I had been doing it a lot except when time is a factor, I was wondering if there was another way I hadn't thought of to get those basic materials.
It's interesting thta you're also trying to figure out a good way to get generic deployments! I was also trying to buy those basic items to reinforce.
If I find out I'll let you know. If you wanna give co-op a whirl let me know.
I have tried searching around the internet and forums for info on this, but I suppose the game is too new for any thorough guides or well organized information posted just yet.

There's a certain point in the story or scout missions in which you start receiving the next level of statements (can't recall name, sry x.x), the mission right before this mission should then be giving the highest quantity of Generic statements per-mission completion (or a mission or two before this depending if said mission completion drops are something rare). Same goes for scout missions; and I would think that scout missions would be the easiest to gain them seeing as you can very quickly complete the individual missions, receiving Generic statements after each.
At least I think that is what happened during story/scout mission. Memory doesn't serve me well sometimes :/
I just wanted to get maybe 10 more items to use to reinforce my gear a little more, because I was struggling a bit with a story mission. Those Titans can really take a beating after the first few story missions, and character development isn't possible for me yet, so it's all about the weapon/ODM/sheathes.
you can do the first scout mission with the materials policy active, do the first part 2x generic deployements, return to camp, reactivate the policy and then go again.
No- you can't repeat Story Missions (at least not yet, maybe after you complete Story mode one time you can?), so any farming you do must be done in the "Other Mode" that you unlock after the first few story missions.
What I do for Generic Statements is do the first mission called "Lost Titan", use Sneak Attacks to take out 6-8 Titans (I think 7 is needed for S), do both of the side missions, and then kill the Large Abnormal.
After a few tries, I'm able to do the mission in about 2 minutes with S rank for Eliminations, time, and the other criteria for an overall S rank. You get 1 Generic Statement every time you repeat a mission and get an S rank.
Do this 15 times, and that means you can get up to +15 reinforcements for your items.
thinking about it i'm not sure if that policy unlocks through levi, might just unlock through story or something really not sure.
To be more precise, it's Marco's first unlock wich gives you the Material Up policy which gives you more Statements and my best time for now on the lost titan mission is 1:12. Kill only 6 titans, the 7th will be the boss and gives you S. Using sneak attack make me loose time, even with the instant skill
