I don´t know! I want some facial hair, too! It´s not like people in the source material are all clean shaven.

My guess it's because the members of the 104 cadet corps are all very young, something like 11 when they started out.
Still feels like a kinda lame excuse to exclude the option imo, but it does fit the narrative.

So we have to wait untill the games catch up to the point where everyone grows a beard?

Maybe because most of the 104th Cadet Corps are aged 15-17 (850) and haven’t hit puberty yet

If you haven't hit puberty at age 15-17 you're doing something wrong ;)
Also I just looked it up: Eren was born in 835 so he was 12 when he started in the 104th and 15 when he graduated.
Now, comparing it to myself I was able to grow a beard when I was 14-15 but not before.
And most of my classmates couldn't grow one at all. My point being that not being able to give your OC a beard makes sense at the start of the game, but it should be possible mid-game/end-game.

If I remember correctly, that scene also takes place years after the story begins.

Honestly realism shouldn't even be be an issue. To me, it's just more customization options in a game that really failed on that front. We end up being a cadet that makes the decisions of a leader using experimental high tech weapons no one else is using killing 40-50 titans each mission, honestly having facial hair would be the most believable thing about this OC.
