So is there a trick to completing this? Horses just stop and don't advance, nothing left to kill. Tried 3 times now, horses stopped at different spots.

My brother and I actually managed to beat it last night. So hear me out.

1st step: At the start of the mission the horses go to the left, everything is alright, a couple of green missions appear and you have to kill 2 titans that get closer to Floch and Marlo. Do all of that with no trouble, and the horses will move to the middle. That's the point where you gotta do your magic.

2nd step: Floch and Marlo will never die, so you don't have to worry about that. What you have to do is let the titans start eating the horses. It's not very clear since there isn't really an animation of the titans eating the horses and the notifications and the indication bar appear way too late. You gotta let the titans reach close, and pay attention. Only 1 horse needs to be alive, you have to see only ONE horse in-game, don't pay attention to the bar. Once that happens, use the super OP character that Levi is to clean up all titans. You should have only Marlo, Floch and ONE horse left.

3rd step: This is the part where things get fu-cky. DONT KILL THE TITANS ON THE RIGHT BRIDGE. Depending on which horse is left alive (you can't decide which horse is the last one, unfortunately), Marlo or Floch might walk in front of the horse or behind the horse. Dont you worry, once you have one horse left you are pretty much anti-softlocked:

A) Marlo and Floch are in front of the horse: There is a turn-around on the path that makes them walk between a broken cart and the buildings, and that's where they get stuck. Both of them can walk through that little gap, but the horses can't. So if both of them are in front, you are saved.

B) One of them is behind the horse: You are (almost) screwed. The AI makes either Marlo OR Floch lead the way, and the other goes behind and gets stuck behind the horse (which gets stuck in the broken cart). I say you are ALMOST screwed cause one of the dudes went ahead and will be fighting the titans on the bridge. What you have to do in that moment is let the dude who is not locked try and fight the titans, and magically (IM NOT KIDDING), the titans on the bridge WILL EAT the horse who is stuck far behind. You'll get a mission failed, and you have to click "restart from checkpoint". Since the last checkpoint is right behind the softlock part, the horses + Marlo + Floch will be relocated and won't get stuck anymore. Let them go to all the way through the bridge, THEN kill the titans, then they'll reach the final destination.

4th step: Titans away from the map are supposed to come running all the way where the horses are, and you have to kill them (they are marked in the map). Problem is, they don't move at all. There is like 10 of them and is really annoying, but you have to get as close as possible to each of them (bring at least 2 gas refills, since you can't use your horse) and they'll automatically run close to you. You may not be able to get to them at first since they are out of boundaries, and if they don't automatically run towards you (they actually track Marlo and Floch direction once you get close and run non-stop, so kill them as quickly as you can), you USE SNEAK ATTACK on their faces and make them get angry and chase you. Once you go kill them all, the mission will update and the nightmare will be over.

It's impossible to get an S rank since the timer will be like 15 minutes, but I got S eliminations, S missions and D timer and it gave me an A, so that's as good as it gets. Although the happiness of being able to complete the mission won't be ruined by some stupid mission ranking.

Tell me if it worked, I tried to be as detailed as possible.

Thanks for the detailed writeup. I got through it using most of this advice, but it could simply come down to "let some horses die". Seems like it's just a pathing bottleneck. I let all but one die before it got to the point of having to cross the bridge and they got across. I had to walk up to each target on the right though to get them to spawn in to the playable area, which was a big pain, but yeah, about 20 minutes later it's finally done.
