Can't complete tutorial (flaming barrels)

tutorial said I need to bury the bodies at the cemetery, and cover the cemetery in flaming barrels. however, the barrels are always extinguished when my guys pick them up, and I can't work out how to re-light them. Even putting the now normal barrels (2) in the cemetery doesn't seem to complete the mission, so IDK what to do.

the barrels needs to spaced out starting from HQ. you will see the flame dim as you move the barrel from the hq then place a barrel while lit and the color of your team will appear( your territory) . the more land you develop the more barrels you can place. i recommend making the cemetery closer to hq to avoid having a long chain of barrels
