First things first, You going to want to download this follow the instructions inside.
Download ipxwrapper[github.com]
The files go into the Steam Game directory for Mob Rule.
If you want to play multiplayer with no patches to the Steam .exe then you need to download the Street Wars: Constructor Underworld version of the game for it's .exe. Otherwise if you are willing to use a patched .exe.
The patch of which you can apply with xdelta[github.com].
Download .delta patch[github.com]
Or you can download the pre-patched executable.

If you download the patch to apply, Just use xdelta to apply it and enjoy, If you downloaded the executable just download it to the game directory.
