Not able to build third tear houses

I built all the second tear houses plus all the other buildings available, including the three factoryes. But the hotel and the morg aren´t available for building... Im on the third or second mission and is asking me to build the hotel. Can anyone help me out??

The Hotel is an upgrade of the Flop House.
To be able to build a Flop House (level 3), you need to have built at least one Peep Show and a Quack Shop (level 2) in this mission or any previous mission.

certain buildings require you to build a certain number of other buildings. i do not remember the exact number however.

to access third tier, you need to have built all building in the second tier. that is all i can remember. last time i played it was pre-corona.
