Do this:

Go to Preferences -> Programs and click on "Turn Windows Features On Or Off", then check Legacy Components/Direct Play. After that you need to go to the game folder which should be something like "Steam\steamapps\common\Mobrule Classic", right click "mr.exe" and then activate the compatibility mode to "Windows XP Service Pack 2"

I also have the same problem. I downloaded the game and it wont start no matter what I do. Which preferences are you refering to?

The (old) Windows Preferences of course. ;) But there is an alternative way for Windows 10.

Right click on the Windows Symbol to the left of the task bar and then click on "Preferences". Then you click on "Apps", then on the upper right you click on"Programs and Features". To the left you will find"Turn Windows Features On Or Off" and here you activate Direct Play as mentioned above. And don't forget to activate the compatibility mode.

In case you are wondering about what Preferences is in Unicous' post - think of it as Control Panel. Then just set the compatability for the .exe file and the game starts. If you don't know where the game folder is just do the flowing - Go to your steam library in the app -> right click on the game - > Properties -> Local Files -> Browse Local files
