A sudden rise in various industrial, agricultural and military projects leads to the total destruction of the environment.
Since the USSR is now importing an ENORMOUS amount of foreign textbooks and magazines, Pravda is now nothing more than toilet paper and the Soviet people's mind is being rapidly corrupted by Western propaganda.
Being supported by the corrupted masses, the intellectuals will now openly demand reforms, knowing the whole country is now on their side.
Importing MANY high quality foreign goods leads to the total destruction of native industrial, agricultural and pharmaceutical activities since their products can't compete with HIGHLY subsidized foreign goods.
With maximum funding for everything, "state mechanism" can't possibly be high enough to oversee all the economic activities in the USSR. Corruption grows out of hand due to lack of oversight by the bureaucracy and nothing gets done because the officials' activities aren't being properly monitored, leading to the collapse of the Soviet economy.
EDIT: I still don't understand why nobody joined the army. The army numbers was stuck at 2, ocasionally moving up to three but never higher than four.
Funding for "state mechanism" should ALWAYS be higher than everything else. I played many games after the year 2000 and, in many instances, I gave it a funding of 600 while the next highest sector had only a funding of 400 to keep corruption in check. It is possible to overwhelm the game's anti-corruption / anti-liberalization / anti-pollution measures by overfunding everything else.
EDIT: Maybe it's because you adopted the right branch of military technology or have one of the bottom conscription policy? Or maybe it's because you sent military aid too often?
