Can't enact Leaderism
I have the following in the Council
31% Trotskyists
47% Stalinists
21% Conservatives

All of the Union Republics have greater than 90 loyalty
The opposition Strength is at 3

I seem to meet all the requirements, not sure why I can enact this.

Edit, Opposition needs to be 25 or less.

Either opposition needs to be lower or Stalinists and Trotskyites can't work together

Not sure if it made a difference but I quit and restarted my game, maybe there was a bug or something, just wanted to add.

Strangely enough I managed to enact Leaderism after researching the Lunar Research Station.

Started off from Soviet Republic

following in the Council
23% Trotskyists
38% Stalinists
15% Conservatives
24% Moderate

Every Union Republic is above 127 Loyalty

Opposition is 0

For what its worth, I could also enact Party Elitarization
Reformers and Liberals are banned
Left Wing Loyalty is 10
Right Wing Loyalty is 5

Looks like the requirement for Reformers Loyalty to be greater than 5 is also satisfied if its Equal to 5. I understand that Right Wing Loyalty is made up of (Moderates, Reformers and Liberals) Left is Trotskyists, Stalinists and Conservatives.
