Looks like the requirement for Reformers Loyalty to be greater than 5 is also satisfied if its Equal to 5. I understand that Right Wing Loyalty is made up of (Moderates, Reformers and Liberals) Left is Trotskyists, Stalinists and Conservatives.
There are ministers who will appoint politburo members of a certain faction no matter what, even if it doesn't say. If you're going Stalinist, you need to get rid of the moderates/reformers. At least until you can pass Leaderism. This sometimes means you need to take benefits you don't actually need or that aren't that useful to you at that moment. Appoint them anyway. I don't have an exact list, but just look at their traits and think about if they're more likely to be conservative or moderate/reformer? Sometimes it says right in the name. Other times it's less obvious.
