Later, when USA fell, education availability skyrocketed to 10 for no apparent reason.
I will try to commit even more. (Before you ask, I do keep State Mechanism funding about 40% above of my 2nd highest expense, not sure if that's the correct heuristic, but seems to work so far, corruption and forgery are usually low)
The golden rule to keep corruption from increasing is to fund state mechanism at 50% above the average level of funding elsewhere. Never fear massive increases in expenditures! As long as this condition is fulfilled, corruption is under control ;)
