Seriously, add tool-tips to all the things adding some more clarification to everything, I know there are a lot of places to add them, but tool-tips in games like this help immesly, they let you keep the games descriptive flavour, and add more information to the screen without taking up more space.
They are especially important to have in games which don't have full instruction manuals.
(I play a lot of paradox games, they have no manuals, poor tutorials, but they have tool-tips on ALL the things).
