I'm having the same issue ... I'm already in the other zones and still can't find which quest is the one for Copper Ore.

Unless its the guy who wants the White Ore .. but I cant get that unless im in Hard and haven';t figured out how to get in Hard mode yet ;;

I had a tough time finding it as well, I can't remember which one it is now. But as Dragon suggested, check your quests. Including Main Quests, Sub Quests and Staff Quests, look for ones that give new recipe.

You have to do the sub quest for iron shield + 7magic def, then there's another sub quest for bonebreaker +30 atk or something, it'll unlock copper ingot
