Stuck on Tokyo- personnel motivation

Love this game and finally playing through the missions ( as an adult ie not just as a kid putting whole octopus on pizzas...). However, I am stuck on Tokyo- got the first and third goal but cannot get the one about my personnel having better motivation than that of my competitors... I upped all my staff to max motivation and bribed the ones in my competitors restaurant- did not work. I have 40 hours left and two of three competitors have given up- but the motivation goal is not turning green! Does anybody have any advice?

I would say try putting whole octopi on your pizza... but I am not sure it will work.

Try to get the competition out of the game, or save scum and get rid of all staff but the necessary number (or just one). Maybe that will help to trigger it.

If you have a manager, fire him and rise the salaries of the personnel to max.

Thanks so much for your advice, tried both options but unfortunately it is still not working, I wonder if I encountered a bug I will try to get the last competitor to give up but with 30 hours to go I dont have much hope...

Managed to get it done after all! instead of trying to solve the mystery on motivation I just rented all restaurants and build one next to my competitor. When they gave up that restaurant they didnt have any staff so my motivation levels were higher by default I suppose....
