I think it is - probably an isuse of regional naming and rights to the name. If this was the game that had a CD smelling like oregano (because I still remember how that impressed me as a child) it certainly is Pizza Syndicate 2 (which was btw sold as Pizza 2 Connection or Pizza 2 Pizza connection in the german room if I remember that right. )

I've been able to find a download of the old pizza tycoon / pizza syndicate game but haven't had any luck installing it on a windows 10 computer.

Pizza Syndicate was made by Software2000 and that IP I think is still owned by their founder, which I happen to be related to. Unfortunately my attempts at contacting him in regards to the IP rights or even trying to figure out what happened to it have been fruitless.

Pizza Syndicate is indeed better, especially the ability to manage at 6 cities at the same time and the syndicate system. Let's hope that you'll get the rights for it since the original is expensive to buy (Around 20€ at Amazon.de)

Regional naming and the naming convention you chose to release this under makes this all confusing or maybe it's just the US naming that confuses it, which probably the actual the culprit.

Out of the Pizza-Games made by Software 2000 Pizza Syndicate aka Fast Food Tycoon is the second game released in 1999, so it is the prequel to Pizza Connection 2
