First of all, watch some videos or livestreamer's of the game to help you see what the game is like.
If you want a suggestion here is a playlist of Arcade Matt playing the game.

Since this game is playable in its current state, if you like it for what it is today, then consider buying it some day. If you believe it looks too lacking right now, then wait.
An abandoned Early Access game and a finished game that no longer gets updated, have something in common. They are a game that has no hope for changes/fixes/additions.
Sometimes it can feel impossible for a game developer to decide when to go from calling it "early access" to be a "fully released game" because there are always ideas for changes and additions.
Some game developers fully release unfinished games with game-breaking bugs like Donkey Kong 64, which had a memory leak and needed the Expansion Pak to delay the game breaking bug (rather than fixing it) for what they hoped was long enough that it wouldn't crash the game before someone saved and turned off the game.
Some games will ship as completed with tons of paid DLC available to buy, instead of including it in the game.
There is one game i'm waiting on called bowlbo, I was waiting on it since it was announced because the guy making it is my favorite youtuber oney, that was over 3 years ago and he even hired a decent studio to work on it from the get go (the people that worked on spooky's jumpscare mansion) for all we know it could take another 3 years or longer to finish, you can't sit there and call scam on it though because there is no way to directly give him money for the game, no prepurchase, no early access, no patreon nothing, the closest you can come to it is buying his youtube merch but really that's just paying him to do youtube videos and he is using that money to fund his game.
What people can say is the dev is uh... devoted... to working on the game. As far as I know it's just a single dude. However updates have been continuously coming out during those 4 years, planned features are realistic and slowly implemented. The dev is honest in their updates. There are bugs and performance issues but there aren't too many game ruining problems. If you have a problem with early access that's cool, but this game isn't really one of the ones abusing the term/process. You can pack up your soapbox and preach somewhere else.
