please do share your pc spec, including the OS so others can help you trouble shoot the problem.
and can you share any other modern pc games that you have played without issue, preferably the one using unreal 3 / 4 engine.
Actually there's a guide to disable Vsync and set rate to any one you want.
You may try it and set 60 Hz. Or 30.
My spec is only have better cpu and maybe SSD, other than that.. it is similar to yours.
Frankly, Im out of idea aside from on what to suggest.
I got feeling this game use more CPU than most modern game, hence why you have stutter.
I dont get stutter, but i do get slowdown when i use fire sword and skill that multi-hit enemy.
It seem like it struggle to do calculation for battle damage.
I personally use software called SystemMonitor by MooO, which can easily notify you for part that caused bottle neck.
Or else, you can open Task Manager -> Performance -> Resource monitor and see if there any stuff there that reached 100% when you playing the game.
Sometimes dying hard disk can cause stutter / slowdown as well.
It's built on Unreal Engine 4, not Unity.
So far, ALL games on UE4 that I tried out don't run very well on my machine. I can play them, but they all require way too many resources compared to how they look.
This game drops frames quite badly during heavy attack on my system. It really shouldn't - I can play way more complicated and better looking games that have absolutely no trouble maintaining a rock solid 60 fps.
Too bad, was really looking forward to this.

Yeah, my machine sure is getting old! But I still love her though.
Anyway, no excuse for a game like this to run so poorly. It should run 60fps solid on a system half as fast as mine.
