What is FLF ( frontier liberation front) ?

Before, there was a Frontier faction, now there is also FLF. Is it kind of separatists or terrorists or rebels? And how it comes that it's against everyone?

They seem to be rebels that are resorting to terrorism.

They've been in the game for a few years now, at least. There is a mission chain that give you some choices in becoming friendly with them, but I don't remember the details.
