usually drop to 30 fps from 60 fps

Try setting foliage density to low.
That fixed the drops and chugging for me.
I've got everything else maxed out and getting fairly solid 60fps now.
Near the same system, i9 9990k / 3070 .. rock solid 100-143 fps (gsync) .. but the fans, like a mini turbine. Some thing is obvious wrong.
Play on EA pro, in few Areas , for example the Area with the green Bio Fog, shoot my Graka Degrees up to 80+ and the GPU Usage is by 100%. Thats not everywhere but in few Areas.
Game is not so good optimized and must be fix.

No matter what settings I set the game to I get constant fluctuations between 60fps and 30fps.
I don't know if maybe one part of the problem could be the dynamic resolution isn't working properly? I haven't seen many games where you have a dynamic resolution option, but don't set what fps you want to aim for.
It's a shame, cause I'm one of the few people that actually seem to really dig the game. I get why some aren't happy with it, but I don't mind a little jank. I just can't keep playing a game that has these pretty drastic performance issues.
No setting changes make any difference, also max settings.
I'll try the vsync / enable frame limit thing.
I'm having a similar issue. Trying to play at 4k60, and the game runs pretty solid most times. However, sometimes, it just randomly locks to 30 FPS for me. I haven't seen any pattern in what causes the 30 FPS lock; it can happen indoors or outdoors seemingly at random. I'll be in the exterior, getting 60 FPS at max settings, then it suddenly drops and locks to 30. I can be indoors, in a tiny room with nothing complex going on, and it randomly locks to 30. Very frustrating. I've tried disabling vsync and playing in fullscreen/borderless modes, nothing prevents the random 30 FPS lock.

The re loading works as I walked into the first boss area near your old village and the FPS suddenly tanked from 120fps (capped using Nvidia) down to 40 but when I'd been there before while fighting said boss the FPS stayed locked at 120. Reloading solved this.
However what I've also noticed is the difference in performance between medium and high shadows is down right ridiculous with medium shadows I avaerge between 130-160fps without vsysnc but turn shadows to high or max and the FPS tanks all the way down to 60-75fps. That's a huge performance cost and I'm not sure how anyone on recommend hardware could get reaonable FPS I'm running a RTX 3060 12gb so not the best of the best but certainly a lot more powerful than the 1660ti.
Its drop to 10 fps.....
