And reviewers should rate harshly any game that deserves it. "We're just a little indie studio" doesn't somehow make bad design less bad.
Let's run it down, shall we?
While RDR 2 might of been boring in the terms of speed of gameplay, you could, in no direct order.
Rob a bank
Rob a train
Assist in carriage repair.
Save a man crushed by a tree.
Hunt
Fish
Bounty hunt
Enjoy the ambiance of the wilderness which was beautifully crafted to be realistic.
Follow the story line.
Don't follow the story line
Level multiple skills to their peak
Among other things.
This doesn't make an open world empty, it makes it robust and filled with things to do.
Reports of Biomutant is quite, well, it's not good.
Open world combat with camp or outpost enemies.
The outposts don't change in terms of requirements to capture.
The loot is too abundant with bad loot (Which is to be expected.) but it's only ever in ruins and drops and the ruins are kinda meh.
Might be why they call it boring? Who knows?

The game was made by a small crew and I get the impression that they put an extreme amount of work into it. It may not have all the bells and whistles that a lot of high budget open world games have, it probably isn't perfect - but it looks great and seems like its fun to play.
The key thing I did take away from a lot of the reviews and others that played it is that the combat is spot on. Customization is great, the world is great, etc... the biggest gripes were not a lot of side content and some of the moral decision making.
Whatever, I look at it this way - they invested the time into what they felt that mattered and that was the combat and the world. Content can always be added... I am not going to say people should by the game, thats up to you - but considering what has come out this year, on the surface, this one seems like one of the better ones.
But yeah it's hilarious to see them give 90+ to AC Valhala or 80+ to Watch Dog legion, when both those games were buggy messes at launch, with empty shallow worlds and ♥♥♥♥ story. Like be consistent. But they can't, cuz Ubisoft throws big advertiser bucks at them and if they give a ♥♥♥♥ review score they won't get money anymore.
Biomutant, on the other hand, sparks my interest.
Also, 70/100 means good.
Says the one who's most played game are ♥♥♥♥ like Smite, Dota 2 and Destiny 2.
